We propose that Windermere Park/ oval be made available for off-lead dog exercise and play during the following conditions: • Time Restrictions: Only during hours when no scheduled sporting events or organized activities are taking place. • Signage: Clear signs can be installed outlining permitted off-lead hours and safety expectations. • Rules of Use: Dog owners will be required to: • Maintain voice control of their dogs at all times • Clean up after their pets • Ensure all dogs are vaccinated and registered • Respect all other park users Justification: 1. Community Need: There is a growing population of responsible dog owners in our area, and limited off-lead options within walking distance. 2. Promoting Responsible Ownership: Providing a legal space for dogs to run off-lead encourages healthy pet exercise, responsible owner behavior, and socialization for dogs and humans alike. 3. Efficient Use of Public Space: During non-event hours, the park is often underutilized. Allowing off-lead dogs is a low-cost way to increase use and enjoyment of the park. 4. Precedent: Many communities have successfully implemented shared-use parks with posted rules and time-based restrictions, showing this model can work safely and harmoniously. We are happy to work with local officials to draft clear signage, educate users, and promote respectful use of the park.
